Typical for a Spa Resort would be benches everywhere, for the paying guests to rest and (hopefully) recover for the next expenditures.
The planners were so afraid however that homeless people might use such benches for sleeping purposes that they designed single chairs, made to accomodate only sitting.
Easier than tackling the problem of homelessness, you bet!
