  1. Interesting, I assume they’re binding the wall to each of the floors. I’ve seen this method used somewhere else but I can’t recall where.

Yes, Earl, I saw this on many derelict houses: When the walls start to bulge because the floor girders have lost their tractive force, those metal bars get fixed to the opposite walls and connected within the floor or under the ceiling with steel cables or the like to absorb the shear power.
